Steep the dried kelp in 200ml warm water for 10 minutes to make broth
Lightly beat the eggs so the yolk and white are about half mixed
Slice the onion and green onion white part to 0.5cm thickness, and finely chop the green parts of the chives
Heat cooking oil in a pan and sauté the onion and green onion over medium heat
Add the kelp broth, soy sauce, mirin, and sugar and bring to a boil
Add the egg mixture, season with salt to taste, then pour over instant rice microwaved for 2 minutes
Top with chopped chives and serve
