Prepare onion, green onion, and kimchi with no liquid.
Add perilla oil 2T, cooking oil 1T, kimchi, onion, and green onion to a pan and stir-fry well.
Add red pepper powder 1T, dark soy sauce 1T, sugar 1T, vinegar 1T, minced garlic 1T and stir-fry more.
Add water 200ml and a handful of anchovies, stir briefly, cover and pan-fry slowly over low heat.
