Stir-fry the anchovies first in a dry pan to remove the fishy smell and make them crispy.
Add cooking oil, gochujang, soy sauce, sugar, red pepper flakes, and 100ml water to a pan and cook the sauce. Add whole garlic and cheongyang chili peppers, stir-fry for 30 seconds, then turn off the heat.
Add the pan-fried anchovies and toss quickly in the sauce. Drizzle with sesame oil and sprinkle sesame seeds to finish.
