Cut the cheongyang chili, lightly shake out the seeds, and roughly chop.
Heat 5T cooking oil in a pan and stir-fry a handful of small dried anchovies.
Add minced cheongyang chili, 2T fine salt, and 0.5T MSG, stir-fry over high heat, then cover and steam for 1 minute.
Spread on a plate and let cool briefly.
