Drain the oil from the canned tuna through a strainer, and finely mince the onion, green onion, cheongyang chili, and ginger.
Remove moisture from the pineapple using a kitchen towel.
In a mixing bowl, mash the tuna, then add the minced vegetables, bread crumbs, eggs, and salt and mix well.
Fill the tuna can mold with the mixture to shape the patties.
Heat olive oil in a pan and cook the tuna steaks until golden brown.
Crush the black peppercorns and add to the pan first, stir-fry, then add all the sauce ingredients. Once the sugar dissolves, add the pineapple and simmer for 1 minute.
Place cheddar cheese on top of the steaks, cover with a lid, and melt the cheese.
Place the steak and pineapple on a plate, drizzle with the sauce thickened with starch and butter, then top with a fried egg to finish.
