Boil fettuccine in boiling water for 10 minutes, drain, and toss with oil to prevent sticking.
Mix sambal, sugar, apple cider vinegar, dark soy sauce, and oyster sauce to make the sauce.
In the pan used to cook the steak, stir-fry garlic first, then the white parts of scallions.
Add Lao Gan Ma and stir-fry for 30 seconds, then add carrot, celery, and red cabbage in that order.
Add fettuccine and stir-fry for 1 minute, then add the sauce and stir-fry on high heat for 2 more minutes.
Add sliced sirloin and sesame oil, toss together, and plate.
