Place anchovies in a dry pan and toast over low heat for 5 minutes.
Sift the toasted anchovies through a strainer to remove crumbs.
Heat olive oil 3T in a pan, add whole garlic cloves, and cook until golden brown.
Add dark soy sauce 1T, mirin 4T, tuna fish sauce 1T, and anchovies to the golden garlic; stir-fry for 2 minutes.
Turn off the heat, add oligodang syrup 2T and sesame oil 1T, and toss lightly to combine.
