Toast the anchovies in a dry pan, then add mirin (2T) and lightly stir-fry.
Wash the garlic scapes, trim off the seed pod ends, and cut into bite-sized pieces.
In a pan, add cooking oil (3T) and minced garlic (1T) to make garlic-infused oil. Reduce to medium-low heat, add the garlic scapes, and stir-fry for 5 minutes.
Add dark soy sauce (1T), tuna extract (0.5T), and mirin (1T) to the cooked garlic scapes, stir-fry briefly, then add the anchovies and stir-fry for another 20 seconds.
Turn off the heat and finish with oligosaccharide syrup (2T). Sprinkle sesame seeds on top if desired.
