Add cooking oil 3T to a pan and heat over low flame.
Once the oil is hot, add the anchovies and fry them as if deep-frying.
When the anchovies are crispy, turn off the heat and transfer to a plate.
In the pan, add gochujang 2T, dark soy sauce 1T, mirin 2T, corn syrup 3T, red pepper flakes 1T, and water 3T to make the sauce.
Add the fried anchovies, drizzle sesame oil 1T, and toss everything together.
