Remove the stems from the kkwari peppers and rinse them
Remove the heads and guts from the anchovies
Diagonally cut the peppers in half and thinly slice the garlic
Heat cooking oil (1T) in a pan, add the peppers, sugar (1T), and dark soy sauce (4T), and stir-fry until the peppers soften
Add whole garlic, water (300ml), corn syrup (2T), and mirin (1T), and simmer
Add the cleaned anchovies and simmer once more
When a little moisture remains, turn off the heat and add perilla oil (0.5T)
