Prepare the onions and peppers, remove any moisture, and cut into bite-sized pieces.
Add water and soy sauce to a pot, bring to a boil, then add the pepper seeds and boil for 5 more minutes; strain out and discard the pepper seeds.
Add 2 cups vinegar, 1 cup plum syrup, and 3 cups sugar to the brine and stir well until dissolved.
Layer the onions and peppers into the prepared container, then pour the brine over them.
Let sit at room temperature for 1-2 hours, then transfer to the refrigerator and enjoy over a long period.
