Scrub cucumbers under running water to clean them thoroughly.
Cut off 2cm from both ends of each cucumber, then slice into bite-sized pieces. Cut chives to a similar size as the cucumber.
In a bowl, combine 3T red pepper powder, 2T sugar, 2T salted fermented shrimp, and 1T minced garlic to make the sauce.
Add cucumbers, chives, and sauce into a bowl and toss lightly.
Adjust seasoning, then drizzle 0.5T sesame oil and sprinkle sesame seeds.
