Remove the seed pods from the garlic scapes and cut into bite-sized pieces.
Add salt 1 tablespoon to the garlic scapes and brine for 10 minutes.
Rinse the brined garlic scapes in cold water once and drain in a strainer.
Toast the dried anchovies in a dry pan for 2 minutes and transfer to a bowl.
Add cooking oil 2 tablespoons to a pan, stir-fry the garlic scapes until they shrink, then add dark soy sauce 3 tablespoons, mirin 3 tablespoons, minced garlic 1 tablespoon, and the anchovies and stir-fry lightly.
Add oligosaccharide syrup 3 tablespoons, sesame oil 1 tablespoon, and sesame seeds 1 tablespoon and toss to coat.
