Wash and prepare the raw chicken, potatoes, onion, carrot, green onion, and cheongyang chili peppers.
Combine dark soy sauce 10T, fine red pepper powder 2T, coarse red pepper flakes 2T, black pepper 1/2T, and mirin 2T to make the seasoning.
Bring water to a boil in a pot, add the raw chicken and boil for 5 minutes, then submerge in cold water to cool.
Place the chicken in a pot with just enough water to cover, add potatoes, onion, carrot, and sugar 2T, and cook for 10 minutes from the boiling point.
Add all the seasoning and stir to dissolve, then add minced garlic 2T, green onion, and cheongyang chili pepper and simmer over medium heat for 15 minutes.
