Rinse the salted seaweed in cold water several times to remove salt, then soak in cold water for 30 minutes
Cut the soaked seaweed stems into bite-sized pieces
In a bowl, toss the seaweed stems with 1T mirin
Julienne the onion and carrot
Add 1T cooking oil and 1T perilla oil to a pan and stir-fry the seaweed stems for 1 minute
Add the onion, carrot, 1T minced garlic, and 1T dark soy sauce, and stir-fry for 3 more minutes
