Remove the stems from the wrinkled peppers and wash clean.
Dry-toast the anchovies in a pan without oil, then sift through a strainer to remove debris.
Slice the garlic cloves thinly.
Heat 3 tbsp cooking oil in a pan, stir-fry the sliced garlic until golden, then add the wrinkled peppers.
Add dark soy sauce, tuna sauce, cooking wine, ginger powder, 2 tbsp corn syrup, red pepper flakes, and 100ml water. Simmer to reduce.
Once the peppers start to cook through, add the dry-toasted anchovies and stir-fry.
When fully cooked, drizzle with sesame oil and sprinkle with sesame seeds.
