Wash green onions thoroughly and cut to thumb-sized pieces. Cut the stalk sections in half.
Place green onions in a bowl, add anchovy fish sauce 90ml, toss gently and marinate for 1 hour.
While marinating, dissolve glutinous rice flour 1T in water 90ml, bring to a boil in a pot, immediately turn off heat and let cool.
In a bowl, combine red pepper powder 1/2 cup, salted shrimp 2T, plum extract 4T, minced garlic 2T, and cooled rice paste to bloom the red pepper.
Once green onions are fully marinated, add seasoning and toss gently.
Pack into a container, cover top with plastic wrap and leave at room temperature for one day, then refrigerate.
