Julienne the potatoes into thin strips

Discard the starch water and rinse the potatoes once with water
Remove seeds from the carrot and cheongyang chili pepper, then cut them into thin strips
Heat 3T cooking oil in a pan, add the potatoes and carrots, and stir-fry over high heat
Once the potatoes are cooked, add a pinch of sea salt, a pinch of black pepper, and the cheongyang chili pepper
