Cut the dried squid strips into bite-sized pieces with scissors.
Add 1L water and 2T vinegar to a steamer and place the squid strips on top.
Once the water boils, close the lid and steam for 3 minutes.
Remove and spread on a plate to cool.
In a pan, combine 2T cooking oil, 4T gochujang, 2T red pepper powder, 2T mirin, 2T plum extract, 1T soy sauce, 4T corn syrup, 1T minced garlic, and 3T water, then bring to a boil.
Once the sauce is bubbling, turn off the heat, add the squid strips, and toss to coat.
Return to medium heat and briefly stir-fry for 30 seconds.
Turn off the heat, drizzle with 1T sesame oil, and sprinkle with sesame seeds to finish.
