Julienne the potatoes and carrot. Remove seeds from the cheongyang peppers and cut into thin, long strips.
Dissolve 1T fine salt in enough water to cover the potatoes, add the potatoes, and soak for 10 minutes.
Rinse the soaked potatoes and drain in a colander.
In a pan with 2T cooking oil, add the potatoes, carrot, cheongyang peppers, 1T tuna sauce, 1/2T seasoned salt, and pepper, and stir-fry over medium heat until the potatoes are cooked.
