Rinse the salted seaweed several times in cold water to remove the salt, then soak in cold water for 30 minutes
Remove the seaweed, pour a shot of soju over it and massage well, then place in boiling water and remove after 10 seconds
Rinse in cold water until cooled, squeeze out excess moisture, and cut into bite-sized pieces
Prepare the vegetables
Heat 3T cooking oil in a pan and stir-fry the green onion and garlic over medium heat to infuse the oil, then add the carrot, seaweed stems, and onion with 1T cooking wine and stir-fry
When the onion becomes translucent, push to one side of the pan and add 3T soy sauce, 1/2T sugar, and cheongyang chili pepper and stir-fry together
Once well stir-fried, turn off the heat and toss with 1T sesame oil and sesame seeds
