Pat the beef dry with a paper towel.
In a bowl, mix 3T soy sauce, 1T mirin, 1T sesame oil, and 0.5T black pepper to make the marinade.
Spread the marinade on one side of the beef and marinate for 10 minutes.
Beat 3 eggs with 2 pinches of salt in a bowl until smooth.
Mix together 1/2 cup glutinous rice flour and 1/2 cup pancake mix.
Heat a generously oiled pan on low heat.
Coat the beef in the flour mixture, dip in the egg wash, and cook slowly over low heat.
