Cut the pork belly into bite-sized pieces and coat evenly with corn starch.
Wash the garlic, remove the stems, and cut in half. Prepare the dried chili peppers as well.
Mix 2T water, 3T dark soy sauce, 1T sugar, 1T plum extract, 1T mirin, 1/2T minced garlic, 1/2T ginger powder, and 1/2T black pepper to make the sauce.
Heat 3T cooking oil in a pan and fry the pork belly until golden brown.
Once the pork belly is cooked, add the whole garlic, dried chili peppers, and sauce, then stir-fry while reducing until done.
