Combine chicken with water and flour, scrub and wash, then rinse thoroughly
Use paper towels to carefully pat the chicken completely dry
Cut green onion into large pieces and char with a torch; finely mince the cheongyang chili peppers
In a bowl, combine dark soy sauce 6T, dark brown sugar 1T, starch syrup 1T, mirin 2T, ginger powder 1T, minced garlic 1T, black pepper 0.5T, and minced cheongyang chili to make the sauce
Heat cooking oil 5T in a pan, add chicken and green onion, cover, and cook for 5 minutes
Flip the chicken, cover again, and cook for another 5 minutes
Pour in the sauce and reduce over high heat, stirring as if stir-frying
