Pat the pork neck dry with paper towels to remove any blood.
In a bowl, combine dark soy sauce (1/3 cup), sugar (4 tbsp), anchovy fish sauce (1 tbsp), black pepper (1 tbsp), minced garlic (2 tbsp), sesame oil (1 tbsp), mirin (1/4 cup), ginger powder (1/2 tbsp), and cheongha (1 cup) to make the marinade.
Place the pork neck in the marinade and marinate for about 2 hours so the flavors fully penetrate the meat.
Lightly oil a pan, place the marinated pork on it, and grill while continuously basting with the marinade.
