Make salt water by dissolving 1 tablespoon of salt in 1 cup of water in a bowl. Add the rice flour and mix with a spatula until it clumps together, then knead for at least 10 minutes.
Place the kneaded dough in a food-safe bag and refrigerate for 1 hour to rest.
In a pot, add 15 dried anchovies, 3 sheets of kelp, 1 stalk of green onion, 1 onion, 1 shiitake mushroom, radish, 2L water, 1 tablespoon soup soy sauce, and 1 tablespoon tuna sauce. Bring to a boil for the broth.
While the broth is boiling, cut the 2 potatoes, zucchini, green onion, and carrot into bite-sized pieces.
Once the broth is done, remove the solids and add just the potato. Cook until about 50% done.
When the potato is half cooked, wet your fingers with cold water and pull thin pieces of dough to drop into the broth.
After all the dough pieces are in, add the remaining ingredients and boil just until the zucchini is cooked. Done!
