Blanch the konjac in boiling water with vinegar 1T for 2 minutes, rinse in cold water, cool down, and slice.
Prepare the wrinkled peppers and quail eggs.
In a pot, add water 1L, peeled quail eggs, blanched konjac, dark soy sauce 100ml, sugar 3T, corn syrup 3T, mirin 3T, and dried kelp 3 sheets, and bring to a boil.
Once the liquid comes to a boil, reduce to medium heat and simmer for 15 minutes.
Add the wrinkled peppers and simmer for 8 more minutes, then continue simmering in 5-minute increments until the desired consistency is reached.
