Add 3T flour and 1T coarse salt to the thawed nakji, scrub vigorously focusing on the suckers to remove impurities, then rinse thoroughly.
Thaw the frozen nakji in cold water, then clean and trim.
Add all sauce ingredients to a pot and boil to prepare the sauce ahead of time.
Add 1T water and 1T mirin to the nakji, cover with a lid, and cook for 1 minute after it comes to a boil.
Cut the nakji into bite-sized pieces and prepare the vegetables.
Heat 2T chili oil and 1T cooking oil in a pan and stir-fry the vegetables first.
When the vegetables are about halfway done, add the pre-boiled sauce and nakji, stir-fry for 3 minutes, then finish with a drizzle of sesame oil.
