Cut the beef into bite-sized pieces and marinate with 2T soy sauce, 1T sugar, 1T sesame oil, and a pinch of salt. Set aside.
Cut the mushrooms into bite-sized pieces, and diagonally slice the wrinkled peppers and red chili pepper.
Bring a pot of water to a boil with 1T salt. Blanch the mushrooms for 20 seconds, then rinse in cold water and squeeze out all the moisture.
Heat cooking oil and chili oil in a pan, add minced garlic, wrinkled peppers, and red chili pepper, stir-fry briefly, then add the marinated beef and stir-fry together.
When the beef is almost cooked through, add the blanched mushrooms, then add 2T brewed soy sauce, 2T oyster sauce, and 1T sugar. Stir-fry quickly over high heat.
For extra spiciness, add 1T more chili oil. Finish by drizzling sesame oil and sprinkling sesame seeds.
