Place bean sprouts in a bowl and shake under running water to rinse off skins and debris.
Add 200ml of water and one sheet of dried kelp to the bean sprouts, cover with a lid, and cook for 3 minutes once steam rises.
Once cooked, immediately remove and rinse twice in cold water, then drain in a strainer and squeeze out excess moisture.
Add sesame oil first to the drained bean sprouts and toss to coat.
Add tuna fish sauce, minced garlic, seasoned salt, and anchovy seasoning powder, then toss well. Top with green onion and sesame seeds to finish.
