Remove stems from wrinkled peppers, wash, slice diagonally and cut in half. Slice whole garlic cloves. Remove heads and innards from anchovies.
Heat cooking oil 1T in a pan, add wrinkled peppers, sugar 1T, and dark soy sauce 4T, and stir-fry until the peppers soften.
Add whole garlic, water 300ml, corn syrup 2T, and mirin 1T, and braise to reduce.
Add the prepared anchovies and braise again to reduce further.
When just a small amount of liquid remains, turn off the heat and add perilla oil 0.5T.
