Toast the anchovies in a dry pan over medium heat for 2 minutes.
Place the anchovies in a sieve and shake off small crumbs.
Finely chop the cheongyang chili pepper.
Add cooking oil 1T, sesame oil 1T, gochujang 2T, dark soy sauce 1T, mirin 2T, corn syrup 3T, red pepper flakes 2T, minced garlic 1T, and water 3T to the pan, turn on the heat, and simmer briefly on low.
Turn off the heat, add the toasted anchovies and sesame seeds, and toss together.
