Rinse the soybean sprouts thoroughly.
Add 2L of water and 3 stock cubes to a pot; while the broth comes to a boil, slice the green onion.
Once the broth boils, add the soybean sprouts, 1T soup soy sauce, 1T minced garlic, 1T salt, and green onion, then boil for 4 minutes from the boiling point.
Separate the soybean sprouts and broth, let them cool at room temperature, then refrigerate.
Once sufficiently chilled, serve in a bowl topped with cheongyang chili pepper.
