Soak the dried seaweed until rehydrated, then strain and drain well.
In a pot, stir-fry the rehydrated seaweed with the tuna can oil and minced garlic.
Add 600ml of water and simmer over medium heat for 5 minutes.
Add 1L of water, 1T of tuna broth liquid, 1T of soup soy sauce, the canned tuna, and 1/2T of salt, and continue simmering over medium heat for 10 more minutes.
Turn off the heat and finish with 1/2T of sesame oil.
