Score the chicken breast, mince the garlic, thinly slice the green onion, and mince the onion.
Heat olive oil 3 tbsp and butter 1 tbsp in a pan, sprinkle pepper and a pinch of salt on the chicken breast, and sear for 4 minutes on each side, then transfer to a plate.
Add butter 1 tbsp to the pan, sauté the minced garlic, then add the minced onion and sauté until translucent.
Add 200ml water, lemon juice, 200ml heavy cream, and minced green onion, and reduce for 3 minutes.
Return the chicken breast to the pan, cover, and simmer over low heat for 5 minutes.
