Thaw the octopus in cold water and clean it. (Cut the body in half and remove the innards, eyes, and mouth.)
Add flour 3T and coarse salt 1T, then scrub mainly the suckers vigorously to remove impurities.
In a pan, boil together all the sauce ingredients (red pepper flakes 6T, gochujang 2T, dark soy sauce 4T, plum extract 1T, corn syrup 3T, sugar 1T, ginger powder 1T, mirin 2T, vegetable oil 1T, curry powder 1T), then let cool.
Prepare the onion, green onion, cheongyang chili peppers, and bean sprouts.
In a pan, lightly stir-fry chili oil 2T, vegetable oil 1T, green onion, onion, and minced garlic 2T.
Add the pre-cooked sauce, octopus, bean sprouts, and cheongyang chili and stir-fry.
If excess liquid forms, turn off the heat and finish by adding starch slurry 2T and sesame oil 1T.
