Dry-roast anchovies in a pan, then grind in a blender to prepare anchovy powder.
Prepare the vegetables. In a bowl, mix 6T dark soy sauce, 1.5T red pepper powder, 1T sugar, 1T sesame oil, white part of green onion, green chili pepper, and red chili pepper to make the sauce. In a pot, bring 1L water with 2T soup soy sauce, 0.5T salt, and 1T anchovy powder to a boil for the broth.
Add one serving of thin noodles at a time to the boiling water and cook for 3 minutes 30 seconds, adding cold water twice when it is about to boil over. Transfer the cooked noodles to the broth and serve with vegetables and sauce.
