Rinse the webfoot octopus in water and trim with scissors.
Add 3T of flour to the trimmed octopus, scrub thoroughly, and rinse clean in cold water.
Cut the green onion into large pieces, slice the cheongyang chili peppers diagonally, and thickly slice the onion.
Place the octopus in a pan, add 2T of mirin, cover, and cook for 1 minute 30 seconds, then cut into bite-sized pieces.
In a pan, combine 3T of gochugaru, 0.5T of gochujang, 2T of dark soy sauce, 2T of plum extract, 2T of starch syrup, 1T of minced garlic, 0.5T of ground ginger, and 2T of mirin. Bring to a boil.
Heat 1T of cooking oil and 1T of chili oil in a pan, stir-fry the green onion and onion, then add the octopus and sauce. Stir-fry on high heat for 2 minutes.
Add the cheongyang chili peppers and 1T of sesame oil before serving.
