Place green laver in a bowl, add 3 tbsp sea salt and scrub vigorously while tearing it apart.
Rinse 3-4 times until the water runs clear.
Drain in a colander and squeeze out excess water.
Julienne the radish and mix with 1 tbsp sugar and 1/2 tbsp fine salt. Let sit for 10 minutes.
Finely chop the red chili pepper.
Make the seasoning sauce (soy sauce, fine salt, sugar, plum extract, mirin, minced garlic, sesame oil, sesame seeds, vinegar).
Combine green laver, pickled radish, and red chili pepper in a bowl. Add seasoning sauce, taste, and toss well.
