Soak glass noodles in cold water for 1 hour.
Season the japchae meat with 1T brewed soy sauce, 1/2T sugar, 1T mirin, and black pepper.
In a bowl, mix 4T brewed soy sauce, 2T sugar, 2T mirin, 2T cooking oil, and 270ml water to make the seasoning broth.
Prepare carrot, onion, and chives.
In a pan with 1T cooking oil, stir-fry the seasoned meat over low heat.
When meat is half cooked, add carrot, onion, and a pinch of salt; cook until meat is fully done.
Add soaked glass noodles and seasoning broth; stir-fry over medium heat. When moisture is nearly gone, turn off heat and add chives and 1T sesame oil, then toss.
