Wet the dried pollack with water, remove the head, tail, and fins, then submerge in water with 1T sugar and marinate for 10 minutes.
While marinating, prepare the soybean sprouts, onion, and green onion.
In a bowl, mix 1T sesame oil, 1T red pepper paste, 5T red pepper flakes, 1T soy sauce, 2T mirin, 2T starch syrup, 2T minced garlic, 2T plum extract, 1T tuna fish sauce, 0.5T black pepper, and 1T vegetable oil to make the seasoning sauce.
Line the bottom of a pot with soybean sprouts, then layer the seasoning sauce, onion, and dried pollack in order, and pour in 200ml of the soaking water.
Cover and cook over medium heat for 20 minutes so the seasoning soaks in well.
Add green onion and bring to one more boil.
