Spread the anchovies in a microwave-safe bowl and microwave for 1 minute 30 seconds.
Remove the anchovies and let them cool at room temperature. Prepare the whole garlic cloves and cheongyang chili.
Heat 2T of cooking oil in a pan and lightly stir-fry the garlic and chili over low heat.
Once the vegetables are golden, add 2T mirin and 1/3T dark soy sauce. When the seasoning boils, add the anchovies.
Once everything is fully stir-fried, turn off the heat and toss with 3T corn syrup and 0.5T sesame oil.
