Soak the seaweed for 20 minutes; after 10 minutes, cut into small pieces with scissors. Prepare the potato and tofu.
Add the seaweed to a pot with 200ml water and boil over high heat until the liquid reduces, about 10 minutes.
Add 1L more water and potato, and boil vigorously until the potato is cooked.
When the potato is cooked, add 2T Korean soup soy sauce, 1T sesame oil, 1/2T black pepper, and 1T minced garlic; taste and add sea salt as needed.
Add tofu and 2T perilla powder and bring to a boil.
