Cut the dried squid strips into bite-sized pieces with scissors.
Place water 1L, vinegar 2T, and dried squid strips into a steamer.
Once the water boils, cover and steam for 3 minutes.
Remove the steamed squid strips and spread on a plate to cool.
In a pan, combine cooking oil 2T, gochujang 4T, red pepper flakes 2T, mirin 2T, plum extract 2T, dark soy sauce 1T, corn syrup 4T, minced garlic 1T, and water 3T, and bring the sauce to a boil.
Once the sauce bubbles, turn off the heat and add the cooled squid strips and toss to coat.
Stir-fry lightly over medium heat for 30 seconds.
Turn off the heat and add sesame oil 1T and sesame seeds.
