Put the bean sprouts in a bowl and shake them under running water to wash off the husks and impurities.
Add the bean sprouts, 1 cup of water, and dried kelp to a pot, cover with a lid, and steam for 3 minutes once steam begins to rise.
Once cooked, remove immediately and rinse twice in cold water, then squeeze out the excess water.
Add sesame oil and toss the sprouts once to coat.
Add tuna extract, minced garlic, flavored salt, and anchovy dashida, toss to combine, then top with green onion and whole sesame seeds before serving.
