Boil water, add 100ml mirin and 1T sugar, then blanch the chicken at the boiling point for 10 minutes.
Prepare potatoes, carrots, onion, green onion, and cheongyang chili peppers.
Place the blanched chicken, potatoes, and carrots in a pot, pour in 200ml pork rib sauce and 600ml water. Once boiling, cover and simmer over medium heat for 20 minutes.
Add onion, green onion, and cheongyang chili peppers. Cover and cook for 5 minutes, stir once, then steam over low heat for another 5 minutes.
