Remove the tentacles and innards from the squid, then scrub with 3T flour and 1T sea salt and rinse.
Slice the squid while keeping its round shape.
Pat dry the squid with paper towels, then marinate with 1T anchovy sauce and 1T plum extract for 10 minutes.
Cut green onions into large pieces, julienne the onion, and diagonally slice the Cheongyang peppers.
In a pan, combine 1T cooking oil, 6T red pepper flakes, 2T dark soy sauce, 4T corn syrup, 1T sugar, 1T minced garlic, 1T ginger powder, 1T salt, and 2T mirin; bring to a boil to make the sauce.
Heat 3T cooking oil in a pan, stir-fry the vegetables halfway, then add the prepared sauce and squid; stir-fry on high heat for 5 minutes.
Turn off the heat, add 1T sesame oil and stir lightly, then sprinkle with black pepper and it's done.
