Place 2L of water, dried shrimp, dried anchovies, 2 dried shiitake mushrooms, radish pieces, and kelp in a pot and bring to a boil over high heat.
Once it begins to boil, remove the kelp first, then reduce to low heat, cover, and simmer gently for 20 minutes.
Remove all broth ingredients and cut the radish into thin rectangular pieces (nabak cut).
Add dark soy sauce, tuna sauce, and mirin to the broth, then add the sliced radish and bring to a boil.
While the radish cooks, boil water in a kettle and pour hot water over the fish cakes placed in a strainer to wash away excess oil.
Once the radish is cooked through, add fish cakes, green onion, and crown daisy, then season with sea salt to taste.
