Fill a bowl with water, peel the potatoes, and soak them in water.
Grate 4 potatoes and half an onion using a grater.
Strain through a sieve and let sit for 10 minutes.
Mince the chili pepper and mix with 3T brewed soy sauce, 3T water, 1T vinegar, and 1T sugar to make the dipping sauce.
Discard the potato liquid, then mix the grated potato and onion back into the starch sediment at the bottom, adding 1T potato starch and 0.5T salt.
Heat plenty of cooking oil in a pan and once hot, add the batter and pan-fry.
