Place soybean sprouts in a bowl and wash under running water to remove bean husks and debris
Add sprouts, 200ml water, and 1 sheet of kelp to a pot, cover with a lid, and cook for 3 minutes once steam rises
Remove the sprouts, rinse twice in cold water, and drain in a colander
Toss the sprouts with 2T sesame oil to coat
Add 1T tuna fish sauce, 1T minced garlic, 0.5T seasoned salt, 1T anchovy powder, toss well, and finish with sesame seeds
